[OPLINLIST] Fines or No Fines?

Hello Friends,
I am once again having a discussion with my Board regarding going "fine
free". Currently our yearly revenue from fines is around $10,000. Our
operation budget is a little over $900,000. We are a rural county library
system serving about 19,500 through our main Carnegie library, three
branches and one bookmobile. We have passed a levy twice, but by only a
couple dozen votes. There are valid arguments for and against collection
fines that I have researched from the PUBLIB and ARSL discussion lists.
And, I have conducted general research, but I want to hear thoughts from my
Ohio colleagues.

Please share with me whether or not you charge fines, why or why not, and
what outcomes have you seen if you have discontinued fines. What stats have
you kept to track the success of your decision?
