IT Manager of Information Security
Salary Range: $90,147.20 - $135,262.40 annually
PURPOSE OF JOB:
The IT Manager of Information Security oversees the Columbus Metropolitan Library's (CML) Information Security program and monitors its effectiveness. The IT Manager of Information Security role leads defining security strategy, acts as a liaison between the departments and IT, provides architecture/engineering support and provides operational support. This role is also responsible for developing metrics which measure the IT department's performance and reporting out on those metrics. The role coordinates the IT department's technical activities to implement and manage security infrastructure and to provide regular status and service level reports to Organizational Risk and leadership.
The IT Manager of Information Security will have a strong technical background, as well as an ability to work with the IT department and business management (including the Organizational Risk team and CFO) to align security priorities and plans with key business objectives. The IT Manager of Information Security will participate in planning initiatives to ensure that security measures are incorporated into technology plans. This person will be responsible for balancing real-world risks with business drivers.

Principal Duties and Responsibilities:

Strategic Support

  *   Works to develop a security program and manages security projects that address identified risks and business security requirements.
  *   Monitors and reports on compliance with security policies, as well as the enforcement of policies within the IT department.
  *   Leads a culture of information security both within the IT department and across the organization.
Security Liaison

  *   Provides oversight and assists resource owners in understanding and responding to security audit findings as well as ongoing compliance efforts.
  *   Provides security communication, simulated phishing, awareness and training for audiences, which will range from senior leaders to entry level staff.
  *   Provides vendor reviews for technology vendors to ensure security effectiveness and identify any IT security risks to be considered.
  *   Leads problem and change management programs to help highlight potential risks and identify possible solutions.
  *   Works with IT and business stakeholders to define metrics and reporting strategies that effectively communicate progress of the security program.
  *   Works with IT engineers to ensure that protections/configurations for on premises as well as cloud systems, endpoints, Active Directory and networks are adequate and effective.
Architecture/Engineering Support

  *   Consults with IT and Organizational Risk staff to ensure that security is factored into the evaluation, selection, installation and configuration and upgrade of hardware, and software applications.
  *   Develops and coordinates the implementation of technical controls to support and enforce defined security policies inclusive of legal, regulatory and audit requirements.
  *   Researches, evaluates, designs, tests, and plans the implementation of new or updated information security hardware or software. Analyze its impact on the existing environment; provide technical and managerial expertise for the administration of security tools.
Operational Support

  *   Manages the vendor(s) that provide managed information security service functions for compliance with contracted service-level agreements.
  *   Manages and coordinates operational components of information security incident management, including detection, response and reporting.
  *   Manages the day-to-day activities of threat and vulnerability management, identify risk tolerances, recommend treatment plans and communicate information about residual risk.
  *   Designs, coordinates and oversees security testing procedures including penetration testing to verify the security of systems, networks and applications, and manage the remediation of identified risks.
Qualifications and Requirements:

  *   Bachelor's degree in Computer Science or a related field from an accredited college or university.
  *   A minimum of five (5) years of progressive experience in Information Security domains including security engineering, network security, identity and access management or security operations or an equivalent combination of Information Technology experience.
  *   Excellent knowledge of technology environments, including cloud, server, cyber/data-security, storage, workstation and network infrastructure, application development methods, service desk function and end-user support.
  *   Strong leadership abilities, with the capability to develop and guide IT operations personnel, and work with minimal supervision.
  *   In-depth understanding of project management principles, with direct experience in delivering technology solutions and working with cross departmental teams and stakeholders.
  *   Ability to effectively present in a variety of formal settings: including but not limited to one-on-one, group, peers, direct reports, and executive leadership.
  *   Certification preferred in one or more of the following: CISSP, CISM, CEH, Security+, SANS GIAC-GSEC.
  *   Gathers information from multiple sources to make decisions and inform others in relation to strategy development and operations.
  *   Ability to operate library technology including personal computer, email, software programs (i.e. Windows/Microsoft Office) and other job related equipment and systems.
  *   Ability to utilize reliable transportation to promptly report to job assignment and other locations, per job requirements.
