Troy-Miami County Public Library is searching for a Deputy Fiscal Officer to assist the Fiscal Officer with the financial operations of the library. This is a 30-hour/week position with holiday and vacation pay and sick leave. Insurance is available as well.

Job Title: Deputy Fiscal Officer
Department: Administration
Immediate Supervisor: Fiscal Officer
Status: Modified Full-time (30 hours/week), Non-exempt
Pay Rate: $22.50/hour

Summary:
The Deputy Fiscal Officer, under the direction of the Fiscal Officer, is responsible for providing collaborative guidance system-wide.  The DFO is responsible for assisting the Fiscal Officer with the financial operations of the Library pursuant to the Ohio Revised Code (ORC) sections 3375.36-3375.39 and ensuring that all financial operations comply with state and local laws, the directives of the State Auditor, and policies and decisions of the Troy-Miami County Public Library Board of Trustees.

Minimum Job Requirements:

  *   Associate’s degree in Business or Accounting major required. Bachelor’s degree preferred.
  *   Ability to attain Public Official Bond
  *   A minimum of 1 year employment experience in public sector accounting
  *   Proficiency in use of automated accounting systems, preferably UAN.
  *   Commitment to excellence in customer service and representing the library in a positive manner
  *   Exceptional communication skills; both verbally and in writing
  *   The ability to effectively use Microsoft Office Suite and use new software and technology

Essential Functions:

  *   Assist the Fiscal Officer with all library accounting functions as defined under the Ohio Revised Code.
  *   Performs accounting functions and accounting activities to include accounts payable and receivables and processing invoices.
  *   Assists with payroll
  *   Processes invoices and accounts payable checks/warrants.
  *   Assists in the preparation of board packets, takes notes at board meetings, and prepares board minutes
  *   Maintain postage machine
  *   Assists in the preparation of month and year end closing.
  *   Counts cash register receipts, prepares deposits, and records receipts in accounting system.
  *   Prepares administrative reports, as required.
Managerial Responsibilities:

  *   Perform the Fiscal Officers duties in their absence.
Additional Functions:

  *   Assist other Departments as needed
  *   Other Duties as Assigned

Knowledge, Skills, and Abilities:

  *   Knowledge of basic accounting principles, fund accounting, accounts payable, and payroll accounting.
  *   Knowledge of and ability to use accounting software, preferably UAN (Uniform Accounting Network).
  *   The ability to exercise initiative and independent judgment.
  *   The ability to handle and maintain confidential and sensitive information.
  *   Knowledge of and compliance with library policies and procedures.
  *   The ability to work cooperatively and effectively with other staff members and library departments.
  *   Knowledge of and compliance with emergency and safety policies and procedures.
  *   The ability to deal with frequent interruptions in work and move among various tasks effectively.
  *   The ability to learn and implement current and emerging technologies.
  *   Valid driver’s license and access to reliable transportation/vehicle.
  *   Must successfully pass a criminal background check.
  *   Ability to work independently or with minimum supervision.

  *   Update job-related knowledge and skills through continuing education workshops, webinars, conferences and staff development activities

  Physical Demands

  *   Ability to regularly lift up to 35 pounds.
  *   Often required to perform tasks at a desk for extended periods of time.
  *   Nature of work requires an ability to effectively communicate and exchange information, collect, compile, and prepare work documents and operate office equipment.
  *   Manual dexterity and physical ability to perform essential duties requiring continual standing, reaching, bending, and walking.

Work Environment

  *   Majority of the work performed in a general office/library setting.
  *   Requires availability for extended or nontraditional hours as needed to perform job duties. Requires periodic participation and attendance at related library events and training.
