[OPLINLIST] Keeping an old Carneige Library Warm

Does anyone have any tips, tricks, or suggestions on how to cut down on the chill for our circulation area? Sadly, so far this winter, space heaters aren't quite doing the trick. My staff wants to put Styrofoam in the cupboards by the outdoor wall and windows and I thought I would see if anyone had other suggestions they have tried.
