Not specifically insulation-related, but a thermal scanner could help you
identify the specific locations where you're having the worst heat
loss/cold infiltration issues to help you focus your efforts. These devices
range from a cheap $30 gun-style scanner at Home Depot to professional
level thermal imaging cameras at prices you probably don't want to pay. I
keep a cheap thermal scanner at home and we use it for all sorts of
random things ranging from heat/cold loss around my office/house to making
soap (heat-generating chemical reactions). Perhaps you or your staff have
one laying around that could be borrowed.

WRT Styrofoam:  I've used bubble-foil insulation with great effect in
certain situations. (Think bubble wrap made out of aluminum.) Very
thin...less bulky than foam and might be useful in your situation.
