[OPLINTECH] Policy on withdrawing from OPLIN network

When libraries are able to obtain free network and Internet
services locally, or find it expedient to collaborate with
other entities in their local communities, they may opt to
drop the OPLIN-provided connection and separate from the
OPLIN network. On June 11, the OPLIN Board approved a
policy that addresses such circumstances. The policy is
posted in "For Librarians," and can be found at
http://www.oplin.org/oplin/policies/withdraw.htm.
Basically, the policy declares that State of Ohio assets --
the site router and the IP addresses -- must be returned
to the State. OPLIN will still continue to facilitate
in-library and remote access to databases, but we cannot
guarantee general quality of service on the library's wide
area network, or be responsible for network speed, capacity,
or security.
