[OPLINTECH] BTOP question: grant application if no match?

If you do not have the 20% cash/in-kind match for new computers, then
you will not need to fill out an application -- unless you think you can
pass the rather strict financial requirements for waiving the match.
(The requirements are summarized at http://www.oplin.org/applyBTOP under
"Before you start.") If you instead plan to wait and see if you can get
free computers from Connect Ohio, the letter indicating your interest is
all you need to complete at this point.
