[OPLINTECH] Email Achive and retention

Can anyone is in laymen's terms tell me what the email archive and
retention policy is for the State of Ohio?  I have a vendor trying to
sell me some services regarding this issue.  We are also considering
going to Gmail for our staff email solution.  Does anyone  know what
Google's retention policy is for public entities?   Will they be able to
produce archived emails (let's say at least four years old) if someone
needed them for legal purposes?  If anyone has an answer to these
questions, can you let me know.
