We did the same thing here at Rocky River.  We had our vendor for our internal phone system program a phone in the lobby so that it would only allow local calls and not allow incoming calls or dialing 800 numbers.

I just met this morning with a rep from our phone system.
We are adding an analog extension that will have a bare bones set for the public to use.  That extension will be programmed so that long distance is blocked.

So it looks like it won't cost us too much to put in a courtesy phone for local calls.
