[OPLINTECH] Got an unusual question

A patron has an HP laptop.  
When he types a letter b or a letter n, the next letter is capital then the
next is small then the next is capital and the next small - ad infinitum. 
When the b or the n is typed a second time, it stops doing this.
Does not do it with any other letters or numbers.

I thought "sticky keys" but I checked keyboard under Ease of Access in
control panel and it looks like sticky keys and filter keys are shut off.

Any ideas?
