I was playing with this ages ago when I first stumbled on how imprecise the
LJ measures really are. One way to solve the question of how to account for
short sessions if you want to measure hours is to just sum up total time
the PCs are in use and round to the nearest hour. I'm pretty sure
Envisionware at least allows you to generate a report that shows actual
time used. That way no one has to monkey around with session length or
extending sessions at all. Ultimately this would have to be decided by
IMLS, so we could start with asking the State Library to advocate for the
change.

Also FWIW, I gave up playing around with this when I realized that the LJ
rankings are unfairly biased towards urban systems due to higher population
density. So for example, even though our rural system is in the same
category as Grandview Heights, Twinsburg, Hudson, Lakewood, and Shaker
Heights, we'll never compete with them because their user visits, circ,
computer sessions, and program attendance will always be orders of
magnitude greater than ours just because there are more users who are close
enough to use the library.
