[OPLINTECH] New OPLIN Strategic Plan

At their meeting last Friday, the OPLIN Board approved a new Strategic
Plan, which has now been posted at
https://www.oplin.ohio.gov/strategic-plan. Although there are only
minor changes to the content of the current Plan as compared to the
previous Plan, the formatting has been changed significantly to make
it easier to scan and read.

The Plan is divided into three basic sections, one covering items that
do not change from year to year, and two listing items that may change
annually. The top half of the first page lists the fundamental aspects
of OPLIN that are unlikely to change in the next four years (two
budget cycles): the Mission; the Priorities; and the Strategies. The
bottom half of the page contains a summary of the OPLIN Services that
support the Strategies, Priorities and Mission; these Services will be
reviewed annually. After the first page there is a four-page Tactical
Plan which will also be reviewed annually and describes in detail the
Services, the Operations, the Marketing and the Finances which support
each Strategy.
