Hi Nick,

Microsoft changed their licensing just a few years ago to reclassify public
libraries as eligible for their Education licensing tier. All public
libraries are now eligible for free M365 A1 tier licenses for every staff
member.

(Some anecdata: I helped a library that uses a .com domain name, and was
automatically denied A1 M365 Education licenses due to that domain name, to
complete the appeals process and get onboarded. M365's customer support
process did a great job of reclassifying the library's tenant as an
education institution and approving their .com domain in a timely manner.)

It's certainly worth exploring if A1 suits your library's needs, and of
course your mileage may vary about which product suite suits your needs
best.
