[OPLINTECH] Internet traffic outage

[Jessica Dooley]

Update: OARnet experienced an outage with their Internet2 commercial
peering service that disrupted OPLIN's and others' Internet access this
afternoon. OARnet is awaiting more information from Internet2, but the
issue appears to be resolved.
