[oplinwebkits] Website service fee and E-rate

At today's E-rate workshop, someone asked if the annual website service fee for website kits could be E-rated as "web hosting," and the answer was "no." There are two reasons for this:

1) the annual fee is mostly for software upgrades and maintenance, rather than standard web hosting; and
2) OPLIN is in the E-rate system as a Billed Entity Applicant (we request E-rate funds) rather than a Service Provider.
