[Seo-circ] Best Practices & Format Exception Guidelines

As discussed during the Directors Meeting, the SEO Team has developed several Best Practices documents to outline guidelines and procedures for key workflows.

Additionally, the advisory committee formed a task force to identify format exceptions to the Principles of Cooperation statement, "Libraries will share any circulating resource with all member SEO libraries." Please note that these documents do not introduce any new procedure or changes. Their purpose is to provide clear guidance for staff in areas where formal documentation was previously limited.
