[SEO-Updates] SEO Important Announcement - Enterprise Catalog Access Issue Affecting Some Member Libraries

SEO is sharing an informational notice regarding a known network connectivity issue that may prevent some member libraries from accessing the Enterprise online catalog.

Who Is Affected?
This issue appears to affect only libraries using Fortinet/FortiGate firewalls in combination with Cloudflare services. Staff and public computers at affected locations may experience difficulty accessing the Enterprise catalog, with browser errors such as ERR_TIMED_OUT or ERR_EMPTY_RESPONSE.
What Is Causing the Issue?
The issue has been associated with recent Fortinet firewall firmware updates, including FortiOS versions 7.4.13 and 7.6.8. In affected configurations, the firewall may be dropping network traffic before it reaches Cloudflare.
Is the Enterprise Catalog Down?
No. The Enterprise catalog servers and Cloudflare services are operating normally. This issue is related to local network configurations and does not affect all member libraries.
Recommended Action
If your library is experiencing these symptoms and uses a Fortinet/FortiGate firewall, please contact your local IT staff or network provider for assistance.
Network administrators have reported that switching the affected outbound firewall policy from flow-based inspection to proxy-based inspection may restore access. This change should be evaluated and implemented by your network administrator as appropriate for your local environment.
The SEO Service Center is sharing this information to help affected libraries identify the potential cause of their access issues. Since the issue originates within the local network environment, resolution will need to be coordinated with your local IT staff or network provider.
