Cross-posted to OPLINlist and Library Youth Services. Please excuse duplication.

Public libraries support their local children and teens with enriching afterschool and summer activities. Here's an opportunity to apply for significant funding to establish, or expand, innovative out-of-school time programs focused on improving literacy for students in your community.

Public libraries serving areas where at least 40% of students are eligible for free or reduced price school lunch may apply for a 21st Century Community Learning Center (21st CCLC) grant through the Ohio Department of Education (ODE).

The ODE's Office of Federal Programs administers the 21st CCLC grant in Ohio. This federally funded grant program supports high-quality, out-of-school time learning opportunities and related activities for students who come from economically disadvantaged families. The objectives of the program are to impact reading (with a focus on literacy achievement), mathematics, positive youth development, and parent and family engagement.

School districts, schools, community-based organizations including faith-based organizations, institutions of higher education, city or county government agencies, for-profit corporations, and other public or private entities are eligible to apply for 21st CCLC grants. A library can apply for a grant directly in partnership with a school district or other eligible institution, or a library may be a partner on another entity's grant project. The 21st CCLC grant requires partnership. Libraries considering applying for a 21st CCLC grant may select one of two paths:
* Out-of-school time programming focused on K-4 literacy; or
* Out-of-school time programming focused on literacy plus college and career readiness and/or drop-out prevention strategies for middle and high school students.

Grant amounts of $50,000 to $200,000 are available to support programming that takes place during the 2015-16 school year. The deadline to apply is April 24, 2015.

If you are interested, please review the 21st CCLC information on the ODE website:

You will see reference in the ODE application to "bidders' conferences" which have already taken place. According to ODE Assistant Director Shannon Teague, it is NOT necessary to have attended one of those conferences in order to apply for the grant. After you read the application and background info at the above links, you're welcome to contact Ms. Teague at 614-466-2517 for assistance with your application. She will be available to answer application-related questions only until January 31, but you do have until April 24 to apply.

The 21st CCLC initiative is looking for intensive literacy programming that may be outside the capacity of many libraries, but I hope that you'll consider this opportunity if your library might be in a position to take on the requirements of this initiative. In some communities, forming a collaborative of several institutions may put this grant within reach. Supporting student literacy through out-of-school time programming is right in the library's wheelhouse.

Sincerely,
Janet
