Nothing will be perfect, but we settled on IPcop with DansGuardian.

The OPLIN Internet Filtering Assistance Program grant provided us the 
opportunity to replace our filtering with DansGuardian.

Level 9 Networks implemented it as an IPcop firewall add-on on a Sunday in Feb 2009.
It was running the next day (Monday) we opened.

Has worked very well for us.
