[OPLINTECH] patron requests Gimp software on public PCs

We have had the GIMP on staff and public stations for many years. The
program is easy to use, handles most tasks patrons need to complete, and
it's free. We also have Open Office and Firefox for staff and patrons. We
consider suggestions, but do not offer support for every single plugin or
program available.
