[OPLINTECH] Measuring technology success

We are working on a strategic plan and would like to define how we will
evaluate technology success.

Does anyone have examples of how you have defined and measured sufficient
bandwidth, downloading speed, and availability of wireless access?  How do
you measure,  how often do you measure and what are your standards for
success?

 

How about standards and evaluation methods for determining staff ability to
answer questions about library technology?
