[DPLAsteering] Governance Working Group report is now available

I can possibly see "director or assistant director" working, rather than
"representative." Or maybe we just say "someone who could commit to
policies involving funding, governance, etc."

I just don't think you're likely to get a metro director's full attention
on the committee, they have so many other things on their minds. That's
just my perception, but I think you'd get better involvement from someone
below the director when it comes to these huge public libraries. So I think
it would be a mistake to specify that it must be the director.
