Position:     Records Center and Archives Manager -- Unclassified

Agency:      Board of Commissioners (Records Center) 

 

Minimum Qualifications:

Master's Degree in a field related to records management, and three (3)
to five (5) years related experience and/or training; a minimum of two
(2) years supervisory experience; or equivalent combination of education
and experience.

Additional Qualifications (Agency/Dept. Qualifications):

*Experience in developing, organizing and managing office procedures as
well as monitoring and ensuring fiscal accountability.

*Supervisory experience is a must.

*Knowledge of digitization and electronic content management systems. 

*Knowledge of electronic records preservation, including microfilm. 

*Ability to be covered under the county fleet vehicle liability
insurance policy. 

*Possess excellent:  Interpersonal Skills, Conflict Resolution Skills,
Decision Making Skills, Leadership Skills, Organizational Skills

*Valid Ohio Driver's License

 

Hours:          Full Time - 7:30 a.m. - 4:30 p.m.
Salary:           $38,000 - $48,000

 

Duties:        

*         Demonstrates regular and predictable attendance. 

*         Promotes and maintains positive and effective working
relationships and promotes good public relationships as a representative
of Licking County Government. 

*         Assigns work, provides training and evaluates employee
performance; receives and resolves employee issues according to
established guidelines; approves timesheets and leave requests; issues
corrective action as necessary. Interviews and hires candidates for
employment. Actively involved in employee and/or labor relations. 

*         Administers the county Records Management Program for county
offices/departments: i.e., policies and procedures, inventory and
reporting forms. Develops and administers plans for records storage and
disposal. Assists and recommends the updating and implementation of
county retention schedules. 

*         Ensures compliance with State records retention and public
access requirements in conjunction with public records laws and mandates
(physical, digital and electronic records and other media). Serves as
secretary to the Records Commission and serves as a liaison between
County records program and State agencies. Coordinates and provides
necessary training. 

*         Ensures the integrity, preservation and protection of records
essential to the operations within the County deemed to be permanent by
the County and/or Records commission. 

*         Provides advice and consultation on records management to
department administrators, local government officials and other
department personnel. 

*         Administers the day-to-day operations of the electronic
management system; troubleshoots system and equipment problems; isolates
the cause of system / equipment failures; escalates problems or issues
to vendor representatives or programmers as needed. 

*         Represents Records/Archives Department by working with local
agencies to include attending meetings, conferences, workshops, training
sessions and performing a variety of public relations duties. 

*         Develops and manages the budget for the Records/Archives
Department. Recommends contracts/agreements to the Board of
Commissioners for approval. Identifies records for preservation based on
federal, state, and local laws, and historical appraisal. 

*         Represents Records/Archives Department by working with local
agencies to include attending meetings, conferences, workshops, training
sessions and performing a variety of public relations duties. 

*         Performs a variety of administrative functions to ensure
efficient operation of department; prepares reports, maintains inventory
and orders supplies and performs a variety of purchasing functions. 

*         Meets all job safety requirements and all applicable OSHA
safety standards that pertain to the essential functions of the position
and all agency safety procedures. 

*         Remains informed of current developments and procedures
pertinent to duties; may be required to attend seminars/training.
