The Dayton Metro Library is seeking a full-time Human Resources and Organizational Development Director to join the Executive Administration team.  The ideal candidate will be a transformative leader who has a demonstrated track record in cultivating inclusive organizational cultures that are equitable and non-discriminatory.  They will have a record of success at employing anti-racist practices and principles to accomplish their work.  They will also be skilled in change management, building a collaborative workplace climate and ensuring organizational compliance.

Essential Job Duties

  *   Establishes and implements goals and objectives for Human Resources which support the Library's mission and strategic plan, including employee engagement and culture, employee development and learning., talent acquisition and management, compensation strategy, and labor and employee relations.
  *   Develops HR team and directly supervises and schedules employees in Human Resources and Staff Development. Serves as liaison between the Executive Director and staff.

*         Keeps abreast of trends and best practices in HR operations and law, and ensures that appropriate changes are made and new procedures are added as necessary.

*         Provides advice on human resources matters and organizational policy matters such as health care, Equal Employment Opportunity, sexual harassment, Americans with Disabilities Act, Family Medical Leave Act, and the Affordable Care Act to the Executive Director, management, and employees. Implements change and provides strategic HR advice, consultation, and direction within the Library's operational strategies.

  *   Anticipates and resolves complex problems and questions, including employee relations issues, in an economical, equitable, and timely manner compliant with legal regulations and general Library and HR practices.
  *   Collaborates closely with the Deputy Executive Director and Public Services Directors and Managers in leading, mentoring, and providing administrative direction to managers, supervisors, and staff in a manner that emphasizes team-building and collaboration.
  *   Collaborates closely with the Equity, Diversity and Inclusion Director to ensure that EDI

is embedded in HR processes, to cultivate a diverse workforce and inclusive organizational culture that is non-discriminatory. This includes, but is not limited to, recruitment, hiring, retention, advancement and promotion, employee resource groups, staff development and employee relations.

  *   Serves as the Library's Labor Relations specialist. Serves as the Library's chief negotiator in the planning and negotiation of union labor contracts. Responsible for the interpretation and application of the collective bargaining agreement. Serves as the management representative at grievance hearings.
  *   Researches, develops, writes, and updates Library human resources policies, procedures, methods, and guidelines; communicates and fosters organizational values.
  *   Actively participates and assists with all aspects of the Human Resources operational responsibilities and manages and tracks the annual human resources budget.
  *   Assists with system-wide decision making through consistent information sharing, regular attendance at manager's meetings and service on committees. Serves as a member of the Executive Director's cabinet.

*         Implements Library policies and procedures at the department level.  Participates in policy revision and in the formulation of policies and procedures. Interprets Library policies to staff with a patron-responsive management perspective.



Job Qualifications

  *   Bachelor's degree from an accredited four-year college or university in Human Resources, Organizational Development, Training, or related field, and minimum of five years of increasingly responsible experience at a professional level.  Master of Business Administration (MBA) or Master of Science in Human Resources preferred.
  *   Minimum 5 years' experience in a 300+ employee organization is highly preferred. Public employer experience preferred.  SPHR certification preferred.
  *   Labor negotiation, labor contract administration, and supervisory experience preferred.
  *   Thorough knowledge of principles, practices, regulations and laws which apply to all aspects of human resources management, including employee benefits administration, worker's compensation, unemployment compensation, OPERS, Federal, State, and EEO employment laws and regulations.
  *   Excellent leadership, interpersonal and relationship building skills. Ability to maintain effective relationships with staff, the public, union leadership, and outside council.
  *   Valid Ohio driver's license, acceptable motor vehicle record, and continuous insurability required
  *   Ability to read, analyze, and interpret general business periodicals, professional journals, policy and procedure manuals, labor laws, and governmental regulations.
  *   Ability to write reports, business correspondence and Library policy clearly and informatively. Ability to proofread and edit effectively.
  *   Ability to present information clearly and respond to questions from staff, patrons, and members of the community individually and in a group setting.  Ability to deal effectively with confrontational individuals and/ or challenging situations.
  *   Ability to connect with others, accept feedback, implement change and motivate staff.
  *   Ability to solve complex problems, make difficult decisions and to exercise good judgement.
  *   Ability to effectively develop, organize and implement programs and initiatives.  Ability to plan, schedule and oversee department operations and personnel, and to build and manage a high performing team. Ability to prepare and administer budgets.

Compensation and Benefits:  The pay range for this position is $93,490 to $155,872.  DML offers an exceptional benefits package.
